If you want people to use alternate modes of transportation, you as the state have to make it safe, efficient, and cost effective for them to do so. You’re already charging people money for the privilege of commuting to work, so if you want them to switch modes, just make the other modes not suck.
Same with the electric board. If you wantpeople to upgrade their windows and insulation, get new appliances, or use power at off peak hours, make it socially and economically feasible to do so. You can give subsidies to people. You can pay shift workers enough that they can pay their utilities.
